The engine is absolutely in time ( had to go back and check for peace of mind), solid compression on check, it's a fresh engine with somewhere around 100 hours. It probably still has the limiter cap on it but when you remove it you can adjust the low speed mixture and this might cure your problem. Re-install the carburetor back onto the engine with a new gasket, and hook the linkages and fuel lines back up. Reinstall the air filter housing and filter. Re-install any covers you removed.
